Admin Handbook Overview

Applies to: Organization (top-level user) Updated: 2026-07-02

Welcome to the new CloudRouter console. This overview helps you understand three things in 3 minutes: which tier you're on, what you can do, and where to find each feature in the console.

This handbook covers the new console's "Platform - Organization - User" three-tier account hierarchy. If you're still using the legacy console, some menu names will differ from this handbook — refer to the actual console interface.

1. Which Tier You're On: The Three-Tier Account Hierarchy

The new console organizes accounts into three tiers, with capabilities narrowing at each level:

TierRoleScopeWho fills it
Tier 1PlatformAll organizations platform-wideCloudRouter official operations
Tier 2Organization (top-level user)The organization's balance, subusers, and usageEnterprise account holder (usually the registrant)
Tier 3User / SubuserOnly their own Key calls and usageDevelopers / callers under the organization

This handbook is aimed at Organizations (top-level users) and their subusers. For a detailed capability comparison across the three tiers, see Roles & Permissions Matrix; for the full picture of the hierarchy, see Three-Tier Account Hierarchy.

Relationship to the legacy version: The legacy "tenant / tenant admin" is now the "Organization," and the legacy "regular member" is now the "Subuser." This is a semantic upgrade — your account and balance carry over smoothly, and you don't need to re-register. See Migration & Transition Notes.

2. What You Can Do

The Five Core Responsibilities of an Organization (Top-Level User)

  1. Manage users -- Create, edit, and deactivate subusers; set their business identity (account name, email)
  2. Manage funds -- Top up, set quota limits for subusers, view balance transactions, issue invoices
  3. Manage Keys -- Create Keys and bind a routing group to each Key
  4. Monitor usage -- View organization-level and subuser-level usage, bills, and arrears alerts
  5. Choose models -- View available groups and call names in the Call Guide

Model pricing, availability scope, and other platform-level configurations are managed centrally by the platform. Prices are as displayed on the "Model Market" or the console "Purchase" page.

After a subuser logs in, the menu narrows to 5 items: Dashboard, API Keys, Call Guide, Usage Records, and Profile. They cannot see organization-only entries such as Subuser Management, Purchase, or Orders.

For your first time, we recommend going through this sequence once:

  1. Confirm your account identity and available scope -- see "Three-Tier Account Hierarchy" and "Migration & Transition Notes"
  2. Top up — add funds to the organization balance pool -- see "Top-up & Redemption Codes"
  3. Create subusers and set quota limits -- see "Subuser Management"
  4. Create Keys and bind routing groups -- see "API Keys & Routing Groups"
  5. Look up call names in the Call Guide and integrate into your code -- see "Developer Guide - Call Guide & Dual Routing"
  6. Day to day: monitor usage and issue invoices as needed -- see "Billing & Usage Monitoring" and "Invoices & Receipts"
